Putin seeks to seize control of Ukraine and establish a pro-Russia, pro-Putin government in the country.&nbsp;<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">\u201c<\/span><span style=\"font-weight: 400\">The Office of the President of Ukraine<\/span><span style=\"font-weight: 400\"> believes the Russian federation has two tactical goals \u2014 to seize territories and attack the legitimate political leadership of Ukraine in order to spread chaos and [to] install a marionette government that would sign a peace deal on bilateral relations with Russia,\u201d <\/span><a href=\"https:\/\/www.newsweek.com\/2022\/03\/11\/putin-has-never-lost-war-here-how-hell-win-ukraine-1682878.html\"><span style=\"font-weight: 400\">said<\/span><\/a><span style=\"font-weight: 400\"> Mykhailo Podolyak, an advisor to Ukraine\u2019s presidential chief of staff.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">In an effort to legitimize his invasion, Putin declared that heavily Russian provinces in the eastern Ukraine, including Donetsk and Luhansk, are independent. He also claimed that \u201cUkraine is not a separate country.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">Putin\u2019s resentment over the status of post-Soviet Eastern Europe is believed to be a motivating factor for the invasion.&nbsp;<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">\u201cIt ate at him,\u201d<\/span><a href=\"https:\/\/www.newsweek.com\/2022\/03\/11\/putin-has-never-lost-war-here-how-hell-win-ukraine-1682878.html\"><span style=\"font-weight: 400\">said<\/span><\/a><span style=\"font-weight: 400\"> Fyodor Lukyanov, editor-in-chief of \u201cRussia in Global Affairs,\u201d a Moscow-based foreign policy journal. \u201cHe believes Russia was treated [by the West] as a second class citizen after the Soviet Union fell.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">The war between Russia and Ukraine now destabilizes the already precarious, international power balance. Within Europe, Russia effectively bars any hope of Ukraine gaining entry to the North Atlantic Treaty Organization (NATO) alliance and discourages other former members of the Soviet Union from making similar attempts. Ukraine\u2019s non-NATO status also means that they are restricted in what type of support they will receive from NATO; for instance, the U.S. has maintained a position that Ukraine will not be declared a <\/span><a href=\"https:\/\/www.military.com\/daily-news\/2022\/03\/02\/us-says-no-no-fly-zone-ukraine.html\"><span style=\"font-weight: 400\">no-fly zone<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">At the same time, Russia is limited in which European countries they can attempt to seize, as the Baltic states of Lithuania, Estonia and Latvia are members of NATO and therefore are protected by NATO\u2019s <\/span><a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_110496.htm\"><span style=\"font-weight: 400\">Article 5<\/span><\/a><span style=\"font-weight: 400\">: collective defense. Collective defense means that \u201can attack against one Ally is considered as an attack against all Allies.\u201d The same is true for Poland and Romania \u2013 if Russia were to wage war on these countries, they would be declaring war on all of NATO.&nbsp;<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">NATO has already acted as a unified front against Russia\u2019s invasion by imposing sanctions, dispatching troops from NATO\u2019s Response Force to the eastern front of member states and halting the \u2018Nord Stream 2\u2019 natural gas pipeline linking Germany and Russia.&nbsp;<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">On an international scale, the looming threat of Russia distracts the U.S. from moves made by China in Asia to advance as a global power.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">\u201c[A]s long as we don\u2019t commit terminal strategic blunders, China\u2019s modernization will not be cut short, and on the contrary, China will have even greater ability and will to play a more important role in building a new international order,\u201d <\/span><a href=\"https:\/\/www.nytimes.com\/2022\/03\/14\/world\/asia\/china-russia-ukraine.html\"><span style=\"font-weight: 400\">wrote<\/span><\/a><span style=\"font-weight: 400\"> Professor Zheng Yongnian of the Chinese University of Hong Kong, Shenzhen.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">China also positions itself to capitalize on the <\/span><span style=\"font-weight: 400\">crisis in Ukraine <\/span><span style=\"font-weight: 400\">by aligning with Russia. Chinese diplomats have further <\/span><a href=\"https:\/\/www.nytimes.com\/2022\/03\/10\/us\/politics\/russia-ukraine-china-bioweapons.html\"><span style=\"font-weight: 400\">perpetuated Russian propaganda<\/span><\/a><span style=\"font-weight: 400\"> accusing the United States of developing biological weapons in Ukraine.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">The Office of the United Nations High Commissioner for Human Rights <\/span><a href=\"https:\/\/www.ohchr.org\/en\/news\/2022\/04\/ukraine-civilian-casualty-update-12-april-2022\"><span style=\"font-weight: 400\">verified<\/span><\/a><span style=\"font-weight: 400\"> a total of 1,892 civilian deaths during Russia&#8217;s military attack on Ukraine as of April 12. Of them, 153 were children. More than 2,500 people were reported to have been wounded.&nbsp;<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">The United Nations reported that <\/span><a href=\"https:\/\/data2.unhcr.org\/en\/situations\/ukraine\"><span style=\"font-weight: 400\">4,650,228 refugees<\/span><\/a><span style=\"font-weight: 400\"> have fled the country, going to Poland, Romania, Moldova, Hungary and Slovakia.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">The <\/span><span style=\"font-weight: 400\">Russia-Ukraine war <\/span><span style=\"font-weight: 400\">also has direct effects on the U.S.: <\/span><span style=\"font-weight: 400\">New York City is home to <\/span><a href=\"https:\/\/www.washingtonpost.com\/nation\/2022\/03\/04\/ukrainians-in-us\/\"><span style=\"font-weight: 400\">over 60,000 Ukrainian immigrants<\/span><\/a><span style=\"font-weight: 400\">, more than any other U.S. city, and there are nearly 355,000 Ukrainian immigrants nationwide.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><\/br><\/p>\n<p><span style=\"font-weight: 400\">\u201cSome of these students and scholars may be close to the end of their program of study, research or training, and may not be able to immediately return to their home country during a war,\u201d <\/span><a href=\"https:\/\/time.com\/6154517\/russian-ukrainian-college-students-u-s\/\"><span style=\"font-weight: 400\">said <\/span><\/a><span style=\"font-weight: 400\">American Council on Education President Ted Mitchell.
