These developments on the old housing sites will also feature the same geothermal heating/cooling systems as well as the same solar panels. But these apartment complexes will have some notable differences in the make-up and function of the developments.

These developments will have a higher percentage of private apartments available for purchase than the new developments on the reclaimed land yet will still be subject to the same restrictions in terms of annual residency days and subletting arrangements. However, these apartments will not feature commercial space on their ground floor. As these are enclosed developments, rather than strip developments like on the reclaimed land, there is not expected to be a need, or desire, to attract foot traffic, nor create a street community in the same manner. These developments will feature a community center type building in the center of the developments.

This community center will provide for the major needs of the residents: food shopping, exercise, leisure, gathering, working.

The center will house a full gymnasium with indoor courts as well as a swimming pool. There will be open indoor spaces that can be used for gatherings of many types, including full-service options for events such as wedding receptions and family reunions. As the world adapts a more remote based approach to learning and working, a business center will be created with private cubicles where people can work or study remotely. These areas will supply normal business and school office supplies including scanning, photocopying, printing and mailing. Small presentation offices will be available for people to give presentations to either a small group of over the internet where sitting in a cubicle with headphones would not suffice, without distracting others in the area. There will also be a market place for food.

The marketplace will be a greenmarket style area, where local producers will be able to come to sell their fruits, vegetables, dairy, meats and other food-based products. This model will ensure that fresh, seasonal produce is always available on people’s doorstep, and daily variety will change as different vendors come through. The purpose of the market and community area is to reduce people’s carbon footprints by bringing their needs to them rather than having them commute to get them for themselves.

As the community center is designed to provide most of what people will require, these developments will be car-free zones, in the same vein as Cul-De-Sac community that has been built in Phoenix, Az. Residents will be required to forgo car ownership to be eligible to live in these communities. However, they will not be required to forgo car usage entirely. The communities will have a small fleet of electric vehicles (cars, SUVs and trucks) that will be available to rent on an hourly basis. Also, there will be e-bikes and e-scooters available for use for free. There will be fossil fuel free transport available to shuttle people to various places throughout Staten Island, like the Staten Island Mall, subway stations and the Ferry. These will all be provided at no additional charge to residents. There will also be subsidized ride-share subscriptions to gig-economy transportation such as Lyft, and delivery charges for food and other deliveries will be reimbursed by the centers. It is anticipated, that by providing for resident’s main needs, that their carbon footprints can be reduced to virtually zero. All amenities and services will be review semi-annually to determine current usage and to increase, decrease or change services and amenities based on usage, need and desire of residents.

Combined these amount to a very ambitious project, and if you head over to the Funding page, you will see how this will be paid for.

With reduced need for the existing housing projects on Staten Island, the current housing projects will be replaced with the same type of Tetris apartment that is described in the New Affordable Housing page.
